In enacting this Article, it is <br />the intent of the City of San Leandro to facilitate the development of affordable housing and to <br />implement the goals, objectives, and policies of the City's Housing Element. <br /> <br />The regulations and procedures set forth in this Article shall be publicized by the City and shall <br />apply throughout the City. Sections of the California Government Code referenced in this <br />Article and application forms for complying with this Article, shall be available to the public. <br /> <br />6-3102 <br /> <br />Definitions <br /> <br />Whenever the following terms are used in this Article, they shall have the meaning established <br />by this section: <br />
