CALL TO ORDER <br /> <br />The meeting was called to order at 7:05 p.m. <br /> <br />A. Pledge of Allegiance to the Flag <br /> <br />Charles Gilcrest led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Badger, Grant, Nardine, Santos, Starosciak; Mayor Young <br /> <br />ABSENT: Member Stephens <br /> <br />2. BUSINESS ITEMS <br /> <br />A. Adoption of Resolutions Relating to the Declaration of Local Emergency in San <br />Leandro. <br /> <br />City Manager Jennanis reported to the COlUlcil on the need to adopt a resolution <br />ratifying the Declaration of Local Emergency in San Leandro and adopt a resolution <br />requesting Gubernatorial and Presidential declarations. A Declaration of Local <br />Emergency allows the City to apply for State and federal assistance to repair the damage <br />caused by the storms. <br /> <br />Public Works Services Director Mike Bakaldin gave a short PowerPoint presentation <br />illustrating the extent of the damage to the Shoreline Recreation Area caused by <br />tidewaters overflowing the shoreline levees in the recent winter storms. <br /> <br />Assistant City Manager Steve Hollister reported on the action taken by the City <br />Manager as the Director of Emergency Services to declare the existence of a local <br />emergency in San Leandro on January 5,2006, and he outlined the process for working <br />with both the County and State in preparing the necessary reports and claims for the <br />
