CITY OF SAN LEANDRO

STAFF REPORT

APPROVED AND
FORWARDED
TO CITY COUNCIL

DATE:

October 26, 2006

TO:

John J ermanis, City Manager

FROM:

Steve Hollister, Assistant City Manager

Kathy Ornelas, Community Relations Representative .~

BY:

SUBJECT PROJECT/PROJECT DESCRIPTION:

RESOLUTION AMENDING TITLE 1, CHAPTER 8, SECTION 1.8.125 AND TITLE 6,
CHAPTER 4, SECTION 6.4.100 OF THE SAN LEANDRO ADMINISTRATIVE CODE
RELATED TO INSTALLATION OF OVERHEAD BANNERS ON CITY STREETS

SUMMARY AND RECOMMENDATION

It is recommended that the San Leandro Administrative Code be amended to allow for assessing
an encroachment fee for City services to permit, install and take down community service
informational banners on City streets. It is also recommended that the City's fee schedule in the
San Leandro Administrative Code be amended to reflect this new fee.

BACKGROUND

Analysis

Section 1.8.125 of the San Leandro Administrative Code allows outside agencies to install
overhead banners on City streets. This program has been in practice for many years at no cost to
the community. The only location approved for overhead banners is on East 14th Street between
Estudillo and Joaquin Streets.

Installation and removal of an overhead banner requires two hours of labor by two Public Works
Services employees, and the use of a bucket truck for those two hours. The total cost not
including overhead is currently approximately $150.00. This does not include administrative
staff time for permit review and issuance.

Each year there is an average of 12-14 banners hung over East 14th Street. Most are requested by
community based organizations, one or two each year are from schools, and one or two each year
announce City-sponsored events.

Since the majority of the events advertised in the overhead banners are fundraising activities
sponsored by community organizations, it has been recommended that the City recover its costs
from these organizations. After review by the City Council Rules and Communications
Committee, the recommendation was modified to allow an exemption from the fees for
advertising of school events or programs which have been approved by the Superintendent of
Schools, or in the case of private schools the School Administrator.
