Cooke, Principal Engin er ~ U <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A RIGHT-OF- <br />ENTRY AND INDEMNITY AGREEMENT BETWEEN THE CITY OF SAN LEANDRO <br />AND THE PORT OF OAKLAND TO CONSTRUCT THE BAY TRAIL <br />PEDESTRIANIBICYCLE BRIDGE WITH CONNECTING TRAIL <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends adoption of a resolution authorizing the City Manager to enter into a Right-of- <br />Entry and Indemnity Agreement with the Port of Oakland (Port) to complete construction of the <br />Bay Trail Slough Bridge with connecting trail. <br /> <br />BACKGROUND <br /> <br />Analvsis <br /> <br />The Bay Trail Slough Bridge project involves the design and construction of approximately <br />1,000 feet of the Bay Trail. This trail includes a 300- foot bridge that will cross the San Leandro <br />Slough between the Water Pollution Control Plant/Oakland Airport and the Oyster Bay Regional <br />Shoreline in the City of San Leandro. As part ofthis project, the City will construct a connecting <br />trail segment of approximately 600 feet to the north of the bridge that is on Port property. The <br />project will connect two existing segments ofthe Bay Trail, and will allow trail users to stay on a <br />Class I bicycle trail adjacent to the bay instead of taking a circuitous route on busy city streets, <br />which currently is the only alternative. <br /> <br />This project is identified in the City's Bikeway Plan as a high priority and is regional in its <br />significance. It is ranked as the number one priority in the Alameda County Congestion <br />Management Agency's (ACCMA) Countywide Bicycle Plan. It is also identified in several other <br />regional planning documents, such as the Metropolitan Transportation Commission's (MTC) <br />Regional Bicycle Plan, the East Bay Regional Park District's (EBRPD) Master Plan, and the <br />Association of Bay Area Government's (ABAG) Bay Trail Plan. <br /> <br />Staff is currently in the process of assembling the grant funding for the project construction. The <br />City of San Leandro will then take the lead in completing the construction once all of the funding <br />is attained. This Right-of-Entry and Indemnity Agreement provides a framework for the City to <br />
