A Memorandum of Understanding
(MOU) with the SLUSD authorized the development of a joint use facility at BMS and
application for a grant from the State Department of Parks and Recreation. In February 2006, the
SLUSD was notified that it received a grant for $1,000;000 to improve the general use turf sports
field, repair and improve the basketball court area, and install supporting infrastructure,
including irrigation and drainage systems. In November 2006, voters approved both the state
bond measure 1D and San Leandro's Measure B school bond; these bond funds provided the
SLUSD with a potential source for additional funding to complete this project.

As agreed in the MOU and a subsequent agreement, the SLUSD will provide funding for the
design and construction of the improvements through proceeds from the grant and other SLUSD
funds, while the City will fund the project management and inspection services.

Analvsis

The scope of the current project includes the following components:
· A new three-lane synthetic fitness track around the playfield perimeter
· Playfield sub grade preparation, drainage, and subbase installation. (Synthetic turf to be
installed under a separate contract coordinated with the playfield contract)
· Replacement of the asphalt games area in the northeast comer of the property
· Resurfacing of the asphalt basketball court areas and replacement of the basketball standards
