<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />DATE: <br /> <br />March 21, 2007 <br /> <br />JO~iS <br />Cit nager <br /> <br />TO: <br /> <br />FROM: <br /> <br />John Jermanis, City Manager <br /> <br />Justinian Caire, Human Reso~ctor <br />Human Resources Departme~ <br /> <br />SUBJECT PROJECTIPROJECT DESCRIPTION: <br /> <br />RESOLUTION AMENDING THE SAN LEANDRO CITY EMPLOYEES ASSOCIATION'S <br />SALARY SCHEDULE TO ADD LABORATORY SUPERVISOR, LABORATORY <br />TECHNICIAN I AND IT, PLANT OPERATOR-IN-TRAINING, PLANT OPERATOR I AND <br />IT, LEAD, PLANT OPERATIONS SUPERVISOR, MAINTENANCE MECHANIC I AND IT, <br />PLANT MAINTENANCE SUPERVISOR, ENVIRONMENTAL SERVICES SUPERVISOR; <br />DELETE CHEMIST, LABORATORY TECHNICIAN, PLANT OPERATOR ENTRY, PLANT <br />OPERATOR JOURNEY, W ASTEW ATER PLANT OPERATIONS AND MAINTENANCE <br />SUPERVISOR, STREET MAINTENANCE WORKER ITI, MAINTENANCE MECHANIC <br />ENTRY, MAINTENANCE MECHANIC JOURNEY, MAINTENANCE MECHANIC <br />ELECTRICIAN LEAD, ENVIRONMENTAL PROTECTION SPECIALIST III AND ADJUST <br />THE SALARY RANGE FOR THE PLANT MAINTENANCE WORKER. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />It is recommended that the City Council approve a resolution adopting and establishing salaries <br />for the above classifications. <br /> <br />BACKGROUND <br /> <br />During the 2005 negotiations, the City and SLCEA, Local 21 discussed proposals to reorganize <br />the Public Works Department. It became apparent that reorganization of the entire department <br />was not possible during the negotiations. The parties agreed to postpone the reorganization of <br />the Water Pollution Control Plant until 2006-07. The parties met from October 16, 2006 through <br />February 20, 2007. The tentative agreement reached includes changes in classification titles, <br />duties and corresponding salary adjustments. <br /> <br />Under this reorganization, the following changes are recommended: <br /> <br />The titles, duties and salary ranges ofthe Chemist (73 to 76) and Laboratory Technicians (62 to <br />64 and 66) be changed to reflect the needs of the department and keep them in line with similar <br />positions within comparable cities. <br /> <br />The titles of the Plant Operator series be revised (addition of Plant Operator-in-Training, a <br />revision of Plant Operator Entry to Plant Operator I, and Plant Operator Journey to Plant <br />
