FOR BANCROFT MIDDLE SCHOOL PLAYFIELD RENOVATIONS, PROJECT NO. <br />06-210-38-257, AND APPROPRIATION OF GENERAL FUNDS IN THE AMOUNT OF <br />$1,776,912.40 <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends award of contract to the low bidder, American Civil Constructors, Inc., in the <br />amount of $1,231,405.10 for the base bid of the proj ect, and appropriation of City general funds <br />in the amount of$1,776,912.40 for the subject project. <br /> <br />BACKGROUND <br /> <br />In 2004, meetings were conducted between the San Leandro City Council and the San Leandro <br />Unified School District (SLUSD) Board of Trustees to discuss potential joint use projects to <br />improve the Bancroft Middle School (BMS) sports fields. A Memorandum of Understanding <br />(MOD) with the SLUSD authorized the development of a joint use facility at BMS and <br />application for grant from the State Department of Parks and Recreation. In February 2006, the <br />SLUSD was notified that it received a grant for $1,000,000 to improve the general use turf sports <br />field, repair and improve the basketball court area, and install supporting infrastructure, <br />including irrigation and drainage systems. In November 2006, voters approved both the state <br />bond measure 1D and San Leandro's Measure B school bond. These bond funds provided the <br />SLUSD with additional funding to complete this project. <br /> <br />As agreed in both the MOU and a subsequent agreement, the SLUSD will provide funding for <br />the design and construction of the improvements through proceeds from the grant and other <br />SLUSD funds, while the City will fund its staff costs for project management and inspection <br />servIces. <br /> <br />The scope ofthe current project includes the following components: <br />. A new three-lane synthetic fitness track around the playfield perimeter <br />. Playfield sub grade preparation, drainage, and subbase installation (synthetic turf to be <br />installed by a company other than American Civil Constructors) <br />. Replacement of the asphalt games area in the northeast comer of the property <br />
