Rocha, Deputy Fire Chief <br />Alameda County Fire Department <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />ALAMEDA AND CONTRA COSTA COUNTIES INTEROPERABILITY PLAN FOR AN <br />EAST BA Y REGIONAL COMMUNICATIONS SYSTEM (EBRCS) <br /> <br />SUMMARY <br /> <br />In the wake of radio interoperability failures associated with September 11 th and Hurricane <br />Katrina, there is regional interest in creating a radio system that will allow all of the jurisdictions <br />in the East Bay to communicate during emergencies. <br /> <br />To this end, it has been proposed that an East Bay Regional Communications System (EBRCS) <br />Joint Powers Authority be formed that will, in turn, purchase, install and oversee a new <br />comprehensive radio system that will serve jurisdictions in Alameda County and Contra Costa <br />County. <br /> <br />To judge interest from local communities in participating in such a program, the Task Force has <br />requested that each jurisdiction's governing board take action to support the formation of the <br />EBRCS joint powers authority by: <br /> <br />. Adhering to the EBRCS Task Force timeframes for presentation and consideration <br />. Supporting the proposed JP A structure <br />. Establishing an accurate radio count <br />. Authorizing the City Manager to sign the Letter of Intent and contribute a good faith <br />contribution of $1 00 per radio <br />. Providing a technical point of contact to work with operational committees on system <br />implementation issues. <br /> <br />It is believed that such a system would improve unified response, provide for a centralized <br />management of resources, reduce duplication, provide the opportunity for "economies of scale" <br />to be achieved, cost containment; as well as, the retention of local control. <br /> <br />It is expected that further action by the City Council will be required at a later date that would <br />allow the City to join the EBRCS. <br />
