Cooke, Principal Engin er rr1f5/J(Lr./ _ <br />SUBJECT PROJECT/PROJECT DESCRIPT N: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR <br />FEDERAL CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT (CMAQ) <br />FUNDING IN THE AMOUNT OF $750,000 AND COMMITTING THE NECESSARY NON- <br />FEDERAL MATCH AND ASSURING THE COMPLETION OF THE CONSTRUCTION OF <br />THE BAY TRAIL SLOUGH BRIDGE PROJECT, PROJECT NO. 144-36-012 <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to file <br />an application for a federal CMAQ grant for $750,000 to assist in funding the construction of the <br />Bay Trail Slough Bridge project. <br /> <br />BACKGROUND <br /> <br />The Metropolitan Transportation Commission (MTC) in cooperation with the Bay Area's <br />Congestion Management Agencies (CMA) administers a grant program called the Regional <br />Bicycle and Pedestrian Program (RBPP). The Surface Transportation Program (STP) and the <br />CMAQ programs fund this grant program. The RBPP grant program is designed to fund <br />regionally significant bicycle and pedestrian projects. The grants are distributed among each <br />county with each receiving funds based on their population share in any given grant cycle. The <br />Alameda County CMA (ACCMA) selects projects for these funds from those submitted by the <br />local jurisdictions, and based on priorities established in the Countywide Bicycle Plan, forwards <br />the proj ects to the MTC for approval. <br /> <br />Analysis <br /> <br />The Bay Trail Slough Bridge project involves the design and construction of approximately <br />1,000 feet of the Bay Trail. This trail includes a 300- foot bridge that will cross the San Leandro <br />Slough between the Water Pollution Control Plant/Oakland Airport and the Oyster Bay Regional <br />Shoreline in the city of San Leandro. As part of this project, the City will construct a 600-foot <br />trail segment north of the bridge connecting two existing segments of the Bay Trail. This will <br />allow trail users to stay on a Class I bicycle trail adjacent to the bay instead of taking a circuitous <br />route on busy city streets, which currently is the only alternative. <br />
