Cooke, P.E., Principal En~eer# <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />TO: <br /> <br />FROM: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION <br />TO THE METROPOLITAN TRANSPORTATION COMMISSION (MTC) FOR A GRANT IN <br />AN AMOUNT NOT TO EXCEED $184,000 FROM THE FEDERAL SURFACE <br />TRANSPORTATION PROGRAM (STP) AND/OR CONGESTION MITIGATION AND AIR <br />QUALITY (CMAQ) PROGRAM TO ASSIST IN FUNDING THE UPGRADE OF THE <br />ADVANCED TRAFFIC MANAGEMENT SYSTEM (ATMS) <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to <br />submit an application to the MTC for a grant in an amount not to exceed $184,000 from the <br />STP/CMAQ funds to assist in funding the upgrade ofthe City's ATMS. <br /> <br />BACKGROUND <br /> <br />The City's A TMS was installed in 1999. The system equipment, including software and <br />hardware, has gradually become obsolete and cannot fully utilize the City's fiber optic network. <br />It is currently lacking many needed functionalities of a state of the art A TMS system that would <br />allow it to address congested intersections and corridors in San Leandro with more efficiency. <br /> <br />Analysis <br /> <br />The project will upgrade the ATMS system functionalities to current standards and to fully <br />utilize the bandwidth of the City's existing fiber optic network. The new ATMS will: <br />. Allow staff to make real-time changes to traffic signal timing from the Traffic Operations <br />Center (TOC) through dedicated workstations and in the field using laptop computers and/or <br />Personal Digital Assistants (PDAs) <br />. Implement the most current communication protocol, such as the National Transportation <br />Communications for ITS Protocol (NTCIP), and provide center-to-center communication <br />capability by sharing traffic information with other agencies (e.g., East Bay SMART <br />Corridors Program) <br />
