,

I .

MINUTES
SAN LEANDRO REDEVELOPMENT AGENCY
MEETING

MAY 1, 2000

Civic Center
835 East 14th Street
San Leandro, California

REGULAR MEETING - 9;44 P.M. - City Council Chamben

1. CALL TO ORDER

A. Roll Call

PRESENT: Agency Members Galvan, Glaze, Grant, Loeffier, Lothrop,
Nardine; Mayor Young

ABSENT: None

2. PUBLIC COMMENTS

Public Comments are limited to 5 minutes per person, for a total time period of one
hour. When you address the San Leandro Redevelopment Agency, you should fill out
a speaker card and submit it to the Agency Secretary/City Clerk so the order of
speakers may be determined and an official record of names and addresses obtained.
The public is invited to make any comments related to Agenda items, or other items of
public interest, at this time.

A. Pauline Margarone, 2141 Bancroft Avenue, addressed the Redevelopment
Agency in support of the Owner Participation Agreement between EDEN Housing
and the Redevelopment Agency.

B. Lou Filipovich, 15376 Laverne Drive, addressed the Redevelopment Agency and
indicated the City Council failed to bring in representatives to present the other
point of view on the Measure "B" item. He also commented that the withdrawal
of the Appeal on the Bammer property was "mind boggling." He commented
further on the forgivable loan to EDEN Housing, which is being proposed this
evening, and stressed there needs to be a comprehensive schedule showing all joint
powers authorities where the City is involved; what a JP A does; the City's
relationship with the JP A and each JP A's revenue; scheduled debt; etc. He
indicated further that the same information should also be provided for the
Community Redevelopment Authority.
