STPL-5041(028) <br /> <br />The project rehabilitates pavement on Washington Avenue starting at the base of the 1-880 <br />overpass and extending south toward the City limits at San Lorenzo Creek. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding and obligates the City to provide matching <br />funds for the subject project. <br /> <br />BACKGROUND <br /> <br />Caltrans, through the Federal Surface Transportation Program approved $491,000 in federal <br />funding for the Washington Avenue Rehabilitation project. The City must commit to a matching <br />fund amount of $64,000 and assurance ofproject completion. <br /> <br />Upon the City Council authorizing the City Manager to execute Program Supplement Agreement <br />No. 009-N to the Master Agreement with Caltrans, the Local Assistance staff will proceed to <br />make funds available for the design phase of the project. <br /> <br />Analysis <br /> <br />The Surface Transportation Program/Congestion Mitigation and Air Quality (STP/CMAQ) funds <br />can be used only on arterial roadways that require rehabilitation within the city. Staff used the <br />City's Pavement Management System to identify the arterial streets that meet the rehabilitation <br />requirements. Washington Avenue, from the 1-880 overpass to the San Lorenzo Creek Bridge at <br />the City limits, meets the selection criteria for STP/CMAQ funded rehabilitation. <br />
