Update on Residential Noise Insulation Program <br /> <br />William Schock provided an update on the project. 77 homes are ready for the next installation <br />Phase. Staff will be coming to the City Council on May 7 requesting a change order to the <br />original contractor's agreement with G.B. Chen for these 77 homes. If the change order is <br />approved, materials will be ordered in the next few weeks. Construction could begin as early <br />as August. <br /> <br />The City Manager and Committee members discussed the process for advertising and holding a <br />lottery to bring in the remaining homes into the program (10 homes were insulated in the <br />introductory phase; 77 homes will be insulated in Phase 1; 22 homes are pre~qualified to <br />participate in Phase 2; which leaves 91 homes to be identified in the program.) The City <br />Manager recommended that the 77 homes in Phase 1 get underway. This will be self- <br />advertisement for the program in the neighborhoods and may likely generate more interest <br />from homeowners. (In addition, C. Kell-Smith and Associates will be putting construction <br />signs out at the homes to let neighbors know what is occurring.) After Phase 1 is underway, the <br />program can be re-advertised to the homes in the 56 CNEL contour, allowing rental properties <br />to be included. If there are not enough owner-occupied homes identified for the program, <br />rental properties could be considered. The Committee agreed with this recommendation. <br />
