Hollister, Assistant City Manager <br /> <br /> <br />DATE: <br /> <br />May 30, 2007 <br /> <br />FROM: <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />DISCUSSION AND DIRECTION - DRAFT LIVING WAGE ORDINANCE <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council review and discuss the Draft Living Wage Ordinance <br />and provide direction on any modifications to the Ordinance. Staff also recommends that the <br />Council direct that the Ordinance be brought back for City Council consideration and adoption. <br /> <br />BACKGROUND <br /> <br />Council referred the matter of a City Living Wage Ordinance to the Finance Committee. The <br />Living Wage Ordinance generally imposes upon City contractors, service providers, financial <br />aide recipients and lessees or franchisees a requirement to pay a wage to all employees which is <br />generally, but not always, greater than might be paid in a private market setting. In addition to <br />higher wages, Living Wage Ordinances encourage provision of health benefits through wage <br />credits for these employer contributions. <br /> <br />Over the past four months, the Finance Committee has met and discussed the living wage, and <br />reviewed material on the subject provided by staff. The committee reviewed local government <br />living wage ordinances from the cities of Berkeley, Emeryville, Oakland, Hayward, Richmond <br />and Petaluma. In addition, they reviewed information gleaned from the League of California <br />Cities and a web search on living wage ordinances. Staff provided a matrix summarizing the <br />features of various living wage ordinances, as well as a matrix on the potential impact a living <br />wage ordinance would have on businesses and non-profits currently involved with the City. The <br />Alameda County Central Labor Council and the East Bay Alliance for a Sustainable Economy <br />(EBASE) also provided the committee with information. <br /> <br />Staff drafted a Living Wage Ordinance which the committee reviewed and made a few changes <br />to. The Draft Living Wage Ordinance contains provisions commonly found in the local <br />ordinances that were reviewed. <br /> <br />These provisions include: <br /> <br />Wages: $12.00/hour ($12.40 after 7/1/07) with a COLA provision and ability for <br />health benefits to be credited. <br /> <br />Paid days off: 12 days with an additional 10 unpaid days. <br />
