Discussion Regarding Modification of the Sidewalk Repair Program <br /> <br />Uche Udemezue gave a brief overview of the Sidewalk Repair Program and explained <br />that in the past, property owners paid 50% of the costs of repairing sidewalks and the <br />City paid the other 50%. Currently, the property owner pays 20% of the costs and the <br />City pays 80%. This has had an impact on the program, and there are now so many <br />requests that the City can not do them all with the money allotted for the program. Staff <br />feels that more requests could be completed if there was a better balance in the cost <br />sharing and would like to go back to the 50/50 sharing and would like to bring the issue <br />to Council in a few weeks. <br /> <br />Discussion ensued. Committee Member Gregory asked if using fly ash in the concrete <br />would help lower the cost of the repairs. Ken Joseph explained that the City does not <br />allow fly ash in our concrete due to wear issues that cause concern over the years. While <br />it is structurally fine, the concrete tends to degrade and that savings is not significant. <br /> <br />Committee Member Sousa asked about financing for property owners who cannot afford <br />to have the repairs done. John Jermanis explained that there is a program that the finance <br />department has that will allow property owners to make payments at nominal interest <br />rates. <br /> <br />Committee Member Sousa also asked about the policy if residents want to have a tree <br />taken out. Uche explained that staff tries to encourage the retention of existing trees, but <br />when necessary works with the property owner, toward replacement with less invasive <br />trees. In most cases property owners would rather keep trees. <br />
