Discussion Regarding East Bay Regional Communications System (EBRCS) <br /> <br />City Manager Jermanis provided a brief background on the EBRCS, and reported that the federal <br />grant funding has been approved for regional communication systems. <br /> <br />Fire Chief Sheldon Gilbert and Police Chief Dale Attarian gave a PowerPoint presentation, <br />providing information on the current communication system, which is an analog system that is no <br />longer supported by the manufacturer; and the proposed EBRCS system, which would provide <br />the highest level of interoperability between the participating agencies and would qualify for <br />federal grant funding as a regional communication system. <br /> <br />Committee Member Starosciak asked questions regarding interoperability between various <br />jurisdictions. It was pointed out that no agencies currently have interoperability with BART, and <br />must communicate by telephone. <br /> <br />Chief Attarian noted that it would be cost prohibitive for San Leandro to establish a <br />communication system on its own, and partnering in a regional effort would yield cost <br />advantages through bulk equipment purchases. <br /> <br />Committee Member Santos commented on the number of radio bands that would be dedicated to <br />the public vs. private sectors. <br />
