<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />TO: <br /> <br />John Jermanis, City Manager <br /> <br /> <br />.. <br /> <br />DATE: <br /> <br />July 2, 2007 <br /> <br />J ermanis <br /> <br />FROM: <br /> <br />Michael Bakaldin, Public Works Director <br /> <br />BY: <br /> <br />Delmarie Snodgrass, Marina Manager <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION APPROVING THE AERIAL TREATMENT OF SPAR TINA, A SHORELINE <br />INV ASIVE SPECIES, WITHOUT COMPETITIVE BIDDING BY MEANS OF <br />PIGGYBACKING ON EAST BAY REGIONAL PARK DISTRICT'S LOW BID <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends Council approve contracting with the East Bay Regional Park District's <br />(District) low bidder for aerial treatment under the terms and conditions of the District's formal <br />competitive bid for the second year. <br /> <br />BACKGROUND <br /> <br />The San Leandro Shoreline contains an invasive species, Spartina A lterniflora, which is also <br />found in many East Bay Regional Park District locations. The District is planning for aerial <br />treatment of its shoreline areas (Hayward and Martin Luther King) in mid July 2007. <br /> <br />East Bay Regional Park District sought formal competitive bids (District Bid 08-06-468) for <br />aerial application of the product used to treat the infected areas. The District received and <br />reviewed bids, and on June 21, 2006, the District Board awarded the contract for aerial treatment <br />of the Spartina Alterniflora to their lowest responsible and responsive bidder. That bidder, <br />Alpine Helicopter Service, Inc., agreed to extend its services to the City of San Leandro. <br /> <br />The City of San Leandro can again utilize the District's knowledge of and expertise in treating <br />this invasive species by piggybacking on the District's procurement process for obtaining this <br />aerial service, versus obtaining separate competitive quotes. By agreeing to piggyback on the <br />District's bid, the helicopter company can spray the City's shoreline at the same time it sprays <br />the Hayward and Martin Luther King Shoreline areas. San Leandro Municipal Code Section 1-6- <br />305 allows the City of San Leandro to be part of cooperative purchasing with other governmental <br />agencies. District staff anticipates the current year project to be approved at the July 3,. 2007 <br />Board meeting. <br />
