City staff present: Assistant City Manager Hollister, Interim Community Development Director Sims, Assistant to the City Manager Cynthia Battenberg, Housing Manager Liao, Planners Barros and Ricard Public present: Andrea Cohen and Marian Gushiken (Eden Housing), Diana Gentry (Chamber of Commerce) The meeting was called to order at 4:00 p.m. 1. Update on AC Transit's Bus Rapid Transit (BRT) Environmental Impact Statement and Report (EIS & EIR) Assistant City Manager Hollister reported that AC Transit's implementation of Rapid Bus service on E. 14th Street, which does not require dedicated lanes, will be fully implemented in July 2007. AC Transit's EIS and EIR on the proposed Bus Rapid Transit in Berkeley, Oakland and San Leandro, which requires dedicated lanes, are out for comment. Interim Community Development Director Sims shared that Community Development and Engineering and Transportation staff are currently reviewing the EIR. Staff comments are technical and address the environmental impact of the proposed dedicated lanes. The comments do not address policy concerns. This item will be taken to the Facilities Committee on June 27,2007 for discussion, and then be brought to the Council on July 2, 2007 as an action item. Councilmember Grant stated that she didn't recall Council taking a policy stance on the issue. Council was however, concerned about the reduction oflanes and the elimination of parking on E. 14th Street.
