CITY OF SAN LEANDRO

CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE

July 5, 2007
4:00 - 5:30 p.m.

San Leandro City Hall
835 East 14th Street
San Leandro, California
(City Manager's Large Conference Room)

HIGHLIGHTS

Committee Members:

Mayor Tony Santos, Councilmembers Michael Gregory and Joyce
Starosciak

City Staff:

Sheldon Gilbert, Marian Handa, Steve Hollister, John Jermanis, Kathy
Ornelas, Jayne Williams

Public:

Diana Gentry, Charles Gilcrest

The meeting was called to order at 4: 10 p.m.

Chair Santos suggested that the EBRCS item be taken later in the agenda, to accommodate Fire Chief
Gilbert, who was enroute from another meeting. There was consensus to do so, and Agenda Item 2
was discussed first.

2. Discussion Regarding Contracting with a State Lobbyist

City Clerk Marian Handa provided information from a survey of cities that utilize the services of
a State lobbyist. She asked the Committee for direction regarding the types of issues for which a
lobbyist would be used, and what additional information they would like to have.

Chair Santos commented that Senator Ellen Corbett has told him that San Leandro does not need
a State lobbyist, and she feels can be an effective in lobbying on behalf of the City. Committee
Member Gregory indicated that Senator Corbett has told him the same thing.

Assistant City Manager Steve Hollister commented that the City has requested Senator Corbett's
assistance on two matters: the Bay Trail Slough Bridge project and the reduction of the small
boat loan. He noted the different perspectives of the two State representatives; Senator Corbett
prefers direct contact with City officials, while Assemblymember Mary Hayashi feels that
working with a lobbyist would be effective for San Leandro. It was noted that Senator Corbett
may feel more personally invested in San Leandro, as she lives and maintains her office here.
