Cooke, Principal Engineer ;1 f?i:J (I <br />SUBJECT PROJECTIPROJECT DESCRIPTIOJ: {,vI' <br /> <br />RESOLUTION DESIGNATING PLACEMENT OF STOP SIGNS, INTERSECTIONS, TITLE <br />VI, CHAPTER 1 OF THE SAN LEANDRO MUNICIPAL CODE (MITCHELL AVENUE AT <br />ALICE A VENUE, MITCHELL AVENUE AT HELEN AVENUE, QUEBEC AVENUE AT <br />CALGARY STREET, OLIVE STREET AT VERA AVENUE, AND OLIVE STREET AT <br />UPTON AVENUE) <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council adopt a resolution authorizing the installation of stop <br />signs on eastbound Alice A venue at Mitchell A venue, eastbound Helen Avenue at Mitchell <br />Avenue, eastbound Quebec Avenue at Calgary Street, northbound and southbound Vera A venue <br />at Olive Street, and northbound and southbound Upton Avenue at Olive Street. <br /> <br />BACKGROUND <br /> <br />Analysis <br /> <br />Staff has received requests for stop signs from residents in the vicinity of Mitchell Avenue, <br />Calgary Street, and Olive Street. The following intersections were evaluated: <br /> <br />. Mitchell Avenue and Alice Avenue (three-way uncontrolled) <br />. Mitchell Avenue and Helen Avenue (three-way uncontrolled) <br />. Calgary Street and Quebec A venue (three-way uncontrolled) <br />. Olive Street and Vera Avenue (four-way uncontrolled) <br />. Olive Street and Upton Avenue (four-way uncontrolled) <br /> <br />All of the intersections are either three-way or four-way uncontrolled intersections. Staff has <br />investigated the residents' concerns and determined that the installation of a stop sign on the <br />minor street approach, to clarify the right-of-way, will make the intersections operate more <br />safely than an all-way uncontrolled intersection. As motorists on the minor streets approach <br />these intersections, they may not be aware that they are required to cede the right-of-way. <br />Therefore, providing positive traffic control (the motorists either have the right-of-way or must <br />stop) would add to the safety of the intersections. <br />
