<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />DATE: <br /> <br />September 17,2007 <br /> <br />Jo <br />Ci <br /> <br /> <br />TO: <br /> <br />John Jermanis, City Manager <br /> <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportation Department <br /> <br />BY: Kenneth Joseph, City Engineer ~ <br />SUBJECT PROJECT /PROJECT DESCRII{;ON: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MAINTENANCE AGREEMENT BETWEEN THE CITY OF SAN LEANDRO AND THE <br />STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) <br />RELATING TO THE DOOLITTLE DRIVE ENTRYWAY IMPROVEMENTS, PROJECT NO. <br />06-230-43-155 <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends adoption of a resolution authorizing the City Manager to enter into an <br />agreement with Caltrans for maintenance of the improvements for the subject project. <br /> <br />BACKGROUND <br /> <br />On December 5, 2005 by Resolution No. 2005-162, the City Council approved the Cooperative <br />Agreement between the City of San Leandro and Caltrans, which ensures the completion of the <br />project. <br /> <br />The project, currently underway, will construct gateway monuments on either side of Doolittle <br />Drive between Airport Access Way in Oakland and Davis Street in San Leandro. Other <br />improvements include: landscaping, irrigation and decorative lights in the median. There are <br />two phases to the project: Phase 1, a joint improvement between the cities of San Leandro and <br />Oakland and the Port of Oakland; and Phase 2, San Leandro improvements with a minor <br />contribution from the Port of Oakland. The limits of Phase 1 extend from Airport Access Road <br />to 200 feet south of Adams Avenue. The limits of Phase 2 start 200 feet south of Adams Avenue <br />and extend to Davis Street. Both phases are being constructed by the same contractor, McGuire <br />and Hester. Construction is scheduled to be complete in early spring 2008. <br /> <br />Analysis <br /> <br />The City of San Leandro ("City") currently has an agreement with Caltrans to maintain roadway <br />elements (i.e., sidewalk, lighting, etc.) for roadways located in San Leandro that are under <br />Caltrans' jurisdiction. This new agreement will extend the City's maintenance responsibility to <br />include the new improvements on Doolittle Drive that lie within our City limits. The City of <br />Oakland will maintain the improvements within its own city limits. <br />
