<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />ORDINANCE NO. 2007-020 <br /> <br />(3075) <br /> <br />AN ORDINANCE TO AMEND THE CITY OF SAN LEANDRO ZONING CODE: <br />ARCITLE 6: COMMERCIAL AND PROFESSIONAL DISTRICTS; ARTICLE 17: OFF- <br />STREET PARKING AND LOADING REGULATIONS; ARTICLE 25: SITE PLAN <br />APPROV AL <br /> <br />WHEREAS, the City of San Leandro was awarded a $450,000 pilot planning grant from <br />the Metropolitan Transportation Commission ("MTC") and a $51,750 grant from the Alameda <br />County Transportation Improvement Authority ("ACTIA") to study the potential for transit- <br />oriented development in the greater San Leandro downtown area; and <br /> <br />WHEREAS, the MTC grant recognizes the transit-oriented development opportunities <br />offered by both enhanced AC Transit bus service and the existing BART station in the downtown <br />San Leandro area; and <br /> <br />WHEREAS, the MTC and ACTIA grant funds were used to study the Yz mile radius <br />around the intersection of East 14th and Davis Streets, representing 502 acres which has come to be <br />known as the "Downtown San Leandro Transit-Oriented Development Strategy Area"; and <br /> <br />WHEREAS, the City Council appointed a citizen committee ("Citizen Advisory <br />Committee" or "CAC") to guide the process of developing a Downtown Transit-Oriented <br />Development Strategy ("Downtown TOD Strategy"); and <br /> <br />WHEREAS, the CAC held 10 meetings between January 2006 and May 2007; and <br /> <br />WHEREAS, three Community meetings, with over 240 area residents in attendance, were <br />held to provide the community with information and to seek input on key issues; and <br /> <br />WHEREAS, the CAC recommended as the top priority that the City negotiate with the <br />property owner of the Albertsons site to pursue transit-oriented development at the Downtown <br />Gateway site and numerous developers have approached the City to inquire on transit-oriented <br />development at the Downtown Gateway site; and <br /> <br />WHEREAS, at their May 2007 meeting, the CAC voted to move forward with a Public <br />Draft Downtown TOD Strategy; and <br /> <br />WHEREAS, the Downtown TOD Strategy is proposed for the City of San Leandro, <br />following a 20 month planning effort; and <br />
