Jermanis <br />C~ anager <br />Luke Sims, Interim pC, o~mmunity Development Director~~ <br />Cynthia Battenberg,'~sistant to the City Manager <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />PRESENTATION AND DISCUSSION REGARDING THE DRAFT REQUEST FOR <br />QUALIFICATIONS FOR A MASTER DEVELOPER FOR THE SHORELINE-MARINA <br />AREA. <br />RECOMMENDATION <br />Consistent with the City's plan to develop the 40 acre opportunity site at the Shoreline -Marina, <br />a draft Request for Qualifications (RFQ) for a Master Developer has been created. The draft <br />being brought before Council for discussion includes comments from the Shoreline -Marina <br />Committee (Committee). Comments from the Council will be incorporated into the document <br />which is scheduled for Council action on October 15, 2007. <br />BACKGROUND <br />The Shoreline -Marina Committee has been meeting monthly since its formation in January <br />2007. There are two main issues the Committee is addressing 1) What to do with the boat harbor <br />given the approximately $2 million annual shortfall, and 2) Development of the approximately <br />40 acre opportunity site. Recognizing their interdependence, these issues are being addressed <br />concurrently. This report focuses on development of the Shoreline -Marina Area opportunity <br />site. <br />There is general consensus on the approach of releasing an RFQ for a master developer. This <br />approach is recommended for the following reasons: <br />• A master developer will support the development of a comprehensive plan for the <br />shoreline area which recognizes market constraints and opportunities of the site. The <br />plan would include complementary uses, connections between amenities, and landscaping <br />and lighting. The approach will also allow logical phasing of development. <br />• A master developer will be able to present land use choices to the City, recognizing that <br />some types of development are profitable while others require significant investment. <br />• A master developer will work with the City to determine the most advantageous strategy <br />to finance development. <br />
