CITY OF SAN LEANDRO CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE October 4, 2007 4:00 - 5:30 p.m. San Leandro City Hall 835 East 14th Street San Leandro, California (City Manager's Large Conference Room) HIGHLIGHTS Committee Members: Mayor Tony Santos (Chair), Councilmembers Michael Gregory and Joyce Starosciak City Staff: Marian Handa, Steve Hollister, John Jermanis, Jane McCrea, Jayne Williams Public: Charles Gilcrest, Councilmember Jim Prola The meeting was called to order at 4:05 p.m. 1. Continued Discussion Regarding Contracting with a State Lobbyist At its last meeting, the Committee requested that staff survey several cities regarding their use of a State lobbyist. Staff provided a report of this information to the Committee. City Manager Jermanis commented that the Committee had identified two projects, the Bay Trail slough bridge and TOD housing, for which the City could use assistance in lobbying for funding at the State level. He stated that State Senator Ellen Corbett had requested that the City make a proposal to her to provide this assistance. The City has not yet made the proposal to Senator Corbett. Mr. Jermanis recalled that City staff used to provide a quarterly report to the City Council of grant applications submitted and grants received, and suggested that staff could resume this reporting. Chair Santos also recalled the report, and commented that it was helpful information. Mr. Jermanis stated that staff would resume the quarterly grant reporting and would submit a proposal to Senator Corbett to assist in lobbying the State Legislature for Prop 1C funding for TOD housing and for the Bay Trail slough bridge. Committee Member Starosciak commented that one of the duties of a hired lobbyist could be to perform the quarterly grant reporting. Committee Member Gregory suggested that a lobbyist could also perform grant writing for the City.
