CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: December 17, 2007 <br />TO: John Jermanis, City Manager <br />FROM: Luke Sims, Community Development Directo~~ <br />- <br />' <br />~ <br />~ <br />VIA: n <br />a <br />ger <br />Cynthia Battenberg, Assistant to the City Ma <br />BY: Ryan Evans, Development Planner ~~~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo ~ Jermanis <br />f <br />Ci ~'lanager <br />RESOLUTION ACCEPTING THE 2007-08 ANNUAL REPORT OF THE WEST SAN <br />LEANDRO SHUTTLE BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD <br />SUMMARY AND RECOMMENDATION <br />The San Leandro City Council, as required by §36530 of the California Streets and Highways <br />Code, appointed afive-member West San Leandro Shuttle Business Improvement District <br />Advisory Board (Advisory Board) to review the performance of the shuttle service (LINKS) <br />supported by the West San Leandro Shuttle Business Improvement District (BID). <br />The Advisory Board determined that the LINKS adequately performed its mission to provide <br />transportation to West San Leandro during Fiscal Year 2006-07 and the operational and fmancial <br />position of the LINKS is in acceptable order. The Advisory Board further determined that the <br />Fiscal Year 2007-08 operational and financial plan is acceptable and that the Fiscal Year 2007- <br />08 BID assessment should be increased to $11.24. No increase to the $25.00 base fee adopted by <br />the City Council in 2005 is recommended. <br />Staff recommends that the Ciry Council adopt the Resolution Accepting the 2007-08 Annual <br />Report of the West San Leandro Shuttle Business Improvement District Advisory Board as <br />submitted and direct the City Manager to impose the assessment increase as recommended by the <br />Advisory Board. <br />BACKGROUND <br />Analysis <br />In September, 2005, the City Council approved Ordinance No. 2005-017 that re-established the <br />BID. The BID provides funding for a shuttle service to West San Leandro, commonly known as <br />the LINKS. The ordinance defined the boundaries of the BID, the amount of the annual <br />assessment, the approved use of the assessment funds, and the effective period of the assessment. <br />At that time, the City Council directed staff to convene an Advisory Board each year to review <br />the performance of the LINKS Shuttle. <br />
