CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: April 7, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchenna Udemezue, Dirce <br />Engineering and Transport <br />BY: Kenneth Joseph, City Engineer <br />SUBJECT PROJECT/PROJECT DESCRIP'''ION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />John eimanis <br />Cit . anager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />CONSTRUCTION GRANT AGREEMENT WITH THE ASSOCIATION OF BAY AREA <br />GOVERNMENTS (ABAG), IN THE AMOUNT OF $300,000, RELATING TO THE BAY <br />TRAIL SLOUGH BRIDGE PROJECT <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to enter <br />into a grant agreement with ABAG in an amount of $300,000. <br />BACKGROUND <br />The Bay Trail Slough Bridge project will close a critical gap in the East Bay region of the San <br />Francisco Bay Trail. The project will connect two existing segments of the Bay Trail and will <br />allow trail users to stay on a Class I bicycle trail adjacent to the bay instead of taking a circuitous <br />route on busy city streets, which currently is the only alternative. <br />The subject portion of the Bay Trail is regional in its significance. This project is identified in <br />ABAG's Bay Trait Plan; it is also noted in the City's Bikeway Plan as a high priority. It is <br />ranked as the number one priority in the Alameda County Congestion Management Agency's <br />(ACCMA) Countywide Bicycle Plan. It is also identified in several other regional planning <br />documents, such as the Metropolitan Transportation Commission's (MTC) Regional Bicycle <br />Plan, and the East Bay Regional Park District's (EBRPD) Master Plan. <br />Analysis <br />The project includes a 300 -foot bridge that will cross the San Leandro Slough between the Water <br />Pollution Control Plant/Oakland Airport and the Oyster Bay Regional Shoreline in the city of <br />San Leandro and a connecting trail segment of approximately 600 feet to the north of the bridge. <br />Design of the project is complete. By agreement with the EBRPD and the Port of Oakland, the <br />City will construct the bridge and connecting trail. Funding for this project is assembled from <br />
