Jern~anis <br />Ci . ~ Manager <br />RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH TJKM <br />TRAFFIC CONSULTANTS RELATING TO THE DEVELOPMENT OF A TRAFFIC <br />IMPACT FEE FOR THE MARINA BOULEVARD/I-880 INTERCHANGE, PROJECT NO. <br />120-28-] 72 <br />The subject contract provides for the preparation of a traffic study that allocates the source of <br />future demand for the Marina Boulevard / I-880 Interchange to new development throughout the <br />City for the development of a traffic impact fee. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with TJKM Traffic Consultants <br />in the amow~t of $36.920 for preparation of a traffic study that allocates the source of future <br />demand for the Marina Boulevard/I-880 Interchange to new development throughout the City for <br />the development of a traffic impact fee. <br />BACKGROUND <br />Marina Boulevard is an arterial street within the City that crosses over I-880, a state highway. <br />The overcrossing currently carries an average daily traffic (ADT) of 45,500 vehicles per day in 2 <br />travel lanes each direction, which results in a level of service (LOS) F at the two unsignalized <br />on-ramps. By the year 2030, traffic is expected to increase to 60,000 ADT due to future <br />redevelopment within the City resulting in longer delays for drivers. Additionally, the existing <br />overcrossing does not have the recommended vertical clearance above I-880 and has been <br />damaged by vehicles twice in the last eight years. <br />The Alameda County Congestion Management Agency (CMA) is currently in the design stage of <br />a project that will add high occupancy vehicle (HOV) lanes to Southbound I-880 in the vicinity <br />of the Marina Boulevard overcrossing. The CMA project will include replacement of the <br />overcrossing so that the highway can be widened. The new overcrossing will have increased <br />vertical clearance to the freeway below. The City is planning to participate in the project by <br />providing funds for increasing the capacity of the rebuilt overcrossing and re-aligning the <br />connector ramps to improve the LOS along this segment of Marina Boulevard. <br />
