CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: May 5, 2008 <br />TO: John Jermanis, City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo Jermanis <br />Cit anager <br />FROM: Luke Sims, Community Development Directo~ <br />BY: Sally Barros, Plamler III d~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF PRESENTATION ON THE GREEN BUILDING PROGRAM AND <br />CONSIDERATION OF AN ORDINANCE ADOPTING A NEW CHAPTER 3-19 OF THE <br />SAN LEANDRO MUNICIPAL CODE REQUIRING US GREEN BUILDING COUNCIL <br />LEEDTM RATING OF SILVER FOR ALL MAJOR RENOVATIONS AND NEW BUILDINGS <br />VALUED AT $3 MILLION <br />SUMMARY AND RECOMMENDATION <br />On February 6, 2006, City Council adopted a resolution that endorsed as reference standards for <br />the City of San Leandro several leading publications for commercial and residential green <br />building and sustainable landscaping. The resolution endorsed and promoted the use of the <br />Alameda County Residential Green Building Guidelines, now under the auspices of Build It <br />Green and called GreenPoints (for new home constn~ction, home remodeling and multi-family <br />development), the U.S. Green Building Council LEEDTM rating systems (for new commercial <br />construction and remodeling), and the Bay-Friendly Landscape Guidelines for residential and <br />commercial projects in San Leandro. Direction was also provided to staff to return with an <br />ordinance to mandate a minimum LEEDTM rating for City-owned projects and to develop a green <br />building program, including staff training and public outreach. <br />This ardinance is expected to promote economic and environmental health in the City, through <br />the design, construction, and operation of its own facilities. The ordinance will also provide <br />leadership to both the private and public sectors by incorporating green building practices in City <br />buildings. Green building practices will enable the City to reduce its energy consumption and cut <br />carbon emissions from its building operations. <br />BACKGROUND <br />• Green building design and sustainable landscaping practices span a range of technologies and <br />practices. To help cities promote green building and landscape methods, StopWaste.Org <br />recommends that the City adopt the Leadership in Energy and Environmental Design <br />(LEEDTM) rating system created by the U.S. Green Building Council (USGBC) for City <br />owned projects. <br />
