Cooke, Principal Engineer <br />SUBJECT PROJECT/PROJECT DESCRIPTI <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />°+ " <br />Joh rmanis <br />Cit nager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MEMORANDUM OP UNDERSTANDING BETWEEN THE CITY OF SAN LPANDRO AND <br />ALAMEDA COUNTY CONGESTION MANAGEMENT AGENCY RELATING TO THE <br />INTI/RSTATE 880/MARINA BOULEVARD INTERCHANGE PROJECT <br />SUMMARY AND RECOMMENDATION <br />Staff recommends adoption of a resolution authorizing the City Manager to enter into an NIOU <br />between the City and Alameda County Congestion Management Agency (ACCMA) for the <br />planning, design and construction of improvements for the Interstate 880 (I-880)/Marina <br />Boulevard Interchange project in coordination with the southbound I-880 High-Occupancy <br />Vehicle (HOV) Lane Improvements project. <br />BACKGROUND <br />The I-880/Marina Boulevard interchange currently operates below the minimum acceptable <br />Level of Service (LOS) as described in the City of San Leandro's 2015 General Plan. The City's <br />General Plan identifies the I-880/Marina Boulevard ramps as a facility in need of improvement <br />to meet future traffic needs as a result of expected development. The interchange ramps <br />currently operate at LOS F during the evening peak hours. The General Plan indicates that these <br />ramp intersections can achieve an acceptable LOS only if improvements are implemented. <br />The former Albertson's distribution facility was purchased by Kaiser Permanente (Kaiser). <br />Kaiser intends to develop a medical facility and retail center (Medical-Retail Complex). The <br />Medical-Retail Complex's traffic will impact the I-880/Marina Interchange and necessitates its <br />improvement to keep traffic operations at an acceptable level of service. To facilitate the <br />improvement of the interchange, Kaiser has agreed to contribute its fair share of the cost of <br />improvement in advance of its formal entitlements to meet the planned conditions of approval for <br />the Medical-Retail Complex. <br />The citizens of the State of California recently passed SB 1266 -Proposition 1 B "The Highway <br />Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006." The bond included <br />$4.5 billion for Corridor Mobility Improvements; a portion of which Alameda County will <br />receive for the design and construction of several projects, including new HOV lanes for <br />
