CITY OF SAN LEANDRO <br />ALAMEDA COUNTY CONGESTION MANAGEMENT AGENCY <br />MEMORANDUM OF UNDERSTANDING <br />This Memorandum of Understanding (MOU) is between the City of San Leandro <br />("COSL") and the Alameda County Congestion Management Agency ("ACCMA"). COSL and <br />ACCMA are sometimes hereinafter referred to as the "parties." <br />RECITALS <br />A. Interstate 880 ("I-880") is a principal transportation corridor for the movement of <br />workers, goods, and services within Alameda County and in particular through the City of San <br />Leandro. <br />B. The portion of I-880 through San Leandro is currently planned to be improved by <br />the extension of the southbound HOV lane from the northern San Leandro border to just south of <br />the I-880/Marina Boulevard-Marina Boulevard Auto Mall Interchange ("Interchange") in San <br />Leandro ("HOV Lane Improvements"). ACCMA is acting as the sponsor for this project, which <br />is being primarily financed by the Corridor Mobility Improvement Program of the State <br />Infrastructure Bond Program. <br />C. The COSL anticipates a major redevelopment project that will directly impact the <br />Interchange. The City has determined that improvements to the Interchange are warranted to <br />maintain traffic at acceptable operation levels ("Interchange Improvements"). <br />D. The COSL desires to coordinate the Interchange Improvements with the HOV <br />Lane Improvements, together referred to herein as the "Project," to reduce the disruption of <br />traffic and the inconvenience to the residents of San Leandro and the remainder of Alameda <br />County. <br />E. The ACCMA acknowledges that it is in the best interest of the residents of <br />Alameda County that the Interchange Improvements and the HOV Lane Improvements be <br />coordinated to provide an integrated transportation system that efficiently uses funding <br />resources to improve traffic conditions. <br />F. The Interchange Improvements are anticipated to be funded by local <br />contributions, the State Transportation Improvement Program (STIP) and the Central County <br />Freeway -Local Area Transportation Improvement Program (LATIP). <br />G. The COSL and ACCMA have agreed that the ACCMA will serve as the project <br />manager of the Interchange Improvements and coordinate the final planning, environmental, <br />design and construction of the Interchange Improvements with the HOV Lane Improvements. <br />H. The COSL will contribute $5.072 million in local funds to be used to complete <br />the design and construction of the Interchange Improvements in conjunction with the HOV Lane <br />Improvements. <br />
