CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: June 3, 2008 <br />TO: John Jennanis, City Manager <br />FROM: Justinian Caire, Human Resources Dire~~ <br />Human Resources Department <br />BY: Yana Taran, Human Resources Analyst%~~ <br />Human Resources Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Joh .Jennanis <br />Cit ~anager <br />Matter of adoption of Resolutions amending the salary schedules for the San Leandro <br />Employees' Association, the San Leandro Management Organization, the San Leandro <br />Confidential Employees and the San Leandro Police Officers' Association. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council adopt resolutions amending the salary schedules of the <br />employee groups, to approve and establish salaries for new classifications, to delete <br />classifications, and to delete classifications which are being replaced. <br />BACKGROUND <br />In 2006, the City engaged the services of Diversified Management Group, Incorporated as a <br />consultant to facilitate a Classification Specification review of all City positions. Employee <br />classification specifications (job descriptions) had not been updated in a comprehensive manner <br />for many years. Since May, 2007, the City has met and conferred with unions and associations <br />representing employees and reviewed the City's classification specifications. <br />Pursuant to these meetings and related analysis, the Human Resources Department is <br />recommending that the following changes be implemented: <br />The titles of Administrative Assistant IV and Senior Administrative Assistant classifications be <br />changed to Administrative Specialist II and Administrative Specialist III respectively and a new <br />classification of Administrative Specialist I be established. The Administrative Specialist I/II/III <br />series will plan, organize and coordinate office support functions for executive-level staff and/or <br />elected officials; provide a variety of complex and confidential office administrative assistance; <br />assist in administering municipal elections; provide policy guidance and expert assistance to City <br />departments in areas of assigned responsibility and may provide direct supervision and daily <br />direction to office support staff. It is recommended that the salary range for Administrative <br />Specialist I be set at $4,202-5,108 (range 60), Administrative Specialist II be set at $4,523- <br />$5,498 (range 63), Administrative Specialist III be set at $4,986-$6,061 (range 67). <br />
