CITY OF SAN LEANDRO <br />CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE <br />June 18, 2008 <br />4:00 - 5:30 p.m. <br />San Leandro City Hall <br />835 East 14th Street <br />San Leandro, California <br />(City Manager's Large Conference Room) <br />HIGHLIGHTS <br />Committee Members <br />present: Mayor Tony Santos (Chair), Councilmembers Diana Souza and Bill <br />Stephens <br />City Staff present: Cynthia Battenberg, Marian Handa, Steve Hollister, John Jermanis, <br />Kathy Ornelas, Luke Sims, Jayne Williams <br />Public present: Charles Gilcrest <br />Chair Santos called the meeting to order at 4:10 p.m. <br />1. Continued Discussion Regarding West San Leandro-MacArthur Boulevard and <br />Alameda County-City of San Leandro Redevelopment Advisory Committees <br />City Manager Jermanis gave a brief background of the issue and a summary of the Committee's <br />previous discussion on the item. Mr. Jermanis noted that both RACs have lost members, and <br />the topics addressed at their meetings are often the same as those heard by the Planning <br />Commission and City Council. <br />Community Development Director Sims stated that RACs are not required by law; however, it <br />was good that the City established the RACs, as they helped set the direction, policies and <br />priorities for the Redevelopment Project Areas, and provided input and representation from <br />property owners, business owners and residents. Mr. Sims added that once the initial work was <br />done, the role of the RACs began to overlap the work of other advisory bodies, and there were <br />fewer and less important issues for their consideration. He has received comments from some <br />of the RAC members that they have experienced frustration due to the uncertainty of their role. <br />Mr. Sims commented that in 2009, new implementation plans will need to be developed for the <br />Redevelopment Project Areas. <br />
