Kell-Smith and Associates; Wayne Bryant, Larry <br />Galindo, and Harvey Hartman, Airport Noise Management Office; Rob <br />Forrester, Oakland Airport Airside Operations Manager; Linda Perry <br />The meeting was called to order at 9:0 a.m. <br />1. Update on Residential Noise Insulation Program <br />Carla Kell-Smith gave a report on the Noise Insulation Program Phases I and II. (See attached <br />report.) Post construction surveys from homeowners indicated all respondents are very <br />satisfied with the results of the project. They felt the administrators and consultants were <br />helpful, courteous and prompt. They all stated they would recommend the project to their <br />neighbors. <br />There are 113 homeowners interested in participating in Phase II of the project, with b slots <br />remaining to complete the total 200 homes to be insulated. Architectural surveys have begun <br />on the homes. The consultants hope to have documents ready for the homeowners to sign in <br />December, materials to be ordered early 2009, and construction to begin late spring or early <br />summer. <br />Committee Recommendations <br />None <br />2. Discussion with Airport Noise Management Office Regarding North Field Group "Noise <br />Abatement Options Review" Document <br />Mayor Santos had received some comments (see attachment) from Francois Gallo of the North <br />Field Group regarding a review the Group was doing of a list of noise abatement <br />
