Hollister <br />City Manager <br />RESOLUTION OF AWARD OF CONTRACT TO BAY CITIES PAVING AND GRADING, <br />INC., FOR THE I-880/WASHINGTON AVENUE INTERCHANGE IMPROVEMENTS <br />PROJECT, ACTIA PROJECT NO. 11, PROJECT NO. 08-144-39-007, AND THE <br />WASHINGTON AVENUE OVERLAY PROJECT, PROJECT NO. 08-150-38-274, FEDERAL <br />AID PROJECT STPL-504I(028) AND APPROPRIATION OF TRAFFIC MITIGATION <br />FUNDS <br />SUMMARY AND RECOMMENDATION <br />Staff recommends award of contract to the low bidder, Bay Cities Paving and Grading, Inc., in <br />the amount of $1,658,748 and appropriation of $543,845.83 in Traffic Mitigation Funds. <br />BACKGROUND <br />The bid documents include a combination of two projects: 1) the I-880/Washington Avenue <br />Interchange Improvements project, which is funded by the Alameda County Transportation <br />Improvement Authority (ACTIA) Measure B 1/2 cent sales tax and; 2) the Washington Avenue <br />Overlay Improvements project, which is federally funded with Surface Transportation <br />Program/Congestion Mitigation and Air Quality (STP/CMAQ) grant funds. <br />The ACTIA-funded project was first bid in Summer 2008. However, the bids were rejected <br />because the low bidder did not meet ACTIA requirements. <br />The ACTIA improvements are intended to address the traffic congestion in the area of <br />Washington Avenue, Fargo Avenue, Beatrice Street, and the on-ramp of I-880.
