CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: February 17, 2009 <br />TO: Stephen Hollister, City Manager <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportation partment <br />BY: Kenneth Joseph, City Engineer <br />SUBJECT PROJECT/PROJECT DESCRIPTI <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />~ ~~~~~~ <br />Stephen Hollister <br />City Manager <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />BROWN & CALDWELL FOR CONSTRUCTION SUPPORT SERVICES FOR THE WATER <br />POLLUTION CONTROL PLANT WASTE ACTIVATED SLUDGE PROJECT, PROJECT <br />NO. 08-593-52-230 <br />The work provides construction support services for the construction of a new rotary drum <br />thickener with a thickened sludge pump, waste activated sludge (WAS) pump, a polymer <br />blending unit, and a polymer feed pump at the Water Pollution Control Plant (WPCP). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Brown & Caldwell in the <br />amount of $110,217 for the subject project. <br />BACKGROUND <br />The WPCP provides primary and secondary wastewater treatment; discharging the treated water <br />into the San Francisco Bay through the East Bay Dischargers Authority (EBDA) pipeline located <br />near the Neptune bridge. <br />In 2005, the City contracted with Malcolm Pirnie, a consulting firm, to inventory the WPCP, list <br />the work needed, and prioritize the list. The installation of an additional sieve drum concentrator <br />(SDC) was identified as one of the top five projects. This will allow the current SDC to be taken <br />off-line for maintenance or repairs without interrupting the treatment process. <br />In October 2006, the City sent out a Request for Proposals to several wastewater design <br />consulting firms. The City selected Brown & Caldwell based on its design performance and <br />qualifications. This firm demonstrated extensive experience in water treatment, including recent <br />similar projects for the Dublin/San Raman Services District, the East Bay Municipal Utility <br />District, San Mateo/Estero Municipal District, the City of Santa Rosa, and the City of Ukiah. <br />
