Hollister <br />City Manager <br />MATTER OF APPROVAL OF A JOINT AGREEMENT BETWEEN THE CITY OF SAN <br />LEANDRO AND THE CITIES OF ALAMEDA, BERKELEY, FREMONT, LTVERMORE, AND <br />UNION CITY FOR PARTICIPATION IN THE STATE OF CALIFORNIA'S NEIGHBORHOOD <br />STABILIZATION PROGRAM <br />SUMMARY AND RECOMMENDATION <br />The Housing and Economic Recovery Act of 2008 (HBRA) included $3.9 billion to fund the <br />Neighborhood Stabilization Program (NSP), which helps address the nation-wide foreclosure crisis <br />by providing funds for local governments to purchase vacant and foreclosed properties. The State <br />of California Housing and Community Development Department (HCD) received about $145 <br />million in federal NSP funds to assist cities and counties that did not receive direct allocations from <br />HUD. The City of San Leandro, along with the cities of Alameda, Berkeley, Fremont, Livermore, <br />and Union City are eligible to apply jointly to the State for their share of $2.3 million in NSP grant <br />funds. <br />Staff recammends that the City Council adopt a resolution approving the Joint Agreement <br />between the City of San Leandro and the Cities of Alameda, Berkeley, Fremont, Livermore, and <br />Union City for participation in the State NSP, and authorizing the City Manager to execute all <br />related documents. <br />BACKGROUND <br />HERA created NSP under the U.S. Department of Housing and Urban Development's (HUD) <br />Community Development Block Grant (CDBG) Program. While NSP has its own set of distinct <br />requirements discussed below, it also complies generally with many CDBG regulations. <br />California, along with many of its own counties and cities, received direct NSP grant funding <br />totaling nearly $530 million. Of this amount approximately $145 million was awarded to the State <br />to distribute to counties and cities, such as San Leandro, that did not receive a direct NSP <br />
