Hollister <br />City Manager <br />BY: Ken Joseph, City Engineer `~' <br />Engineering and Transportati , n Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AND FILE A <br />FINANCIAL ASSISTANCE APPLICATION WITH THE STATE WATER RESOURCES <br />CONTROL BOARD FOR DESIGN AND CONSTRUCTION OF THE FOLLOWING <br />PROJECTS: WATER POLLUTION CONTROL PLANT REHABILITATION; WATER <br />POLLUTION CONTROL PLANT CO-GENERATION; WICKS BOULEVARD PUMP <br />STATION REHABILITATION; BLUE DOLPHIN PUMP STATION REHABILITATION; <br />AND SANITARY SEWER LINE REPLACEMENT -VARIOUS LOCATIONS <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council authorize the City Manager to sign and file a financial <br />assistance application with the State Water Resources Control Board (SWRCB) for Federal <br />American Recovery and Reinvestment Act of 2009 (ARRA) funds for the design and <br />construction of the following projects: Water Pollution Control Plant (WPCP) Rehabilitation; <br />WPCP Co-generation; Wicks Boulevard Pump Station Rehabilitation; Blue Dolphin Pump <br />Station Rehabilitation; and Sanitary Sewer Line Replacement -Various Locations. <br />BACKGROUND <br />On February 17, 2009, President Obama signed the $787 billion economic recovery package that <br />includes new spending and tax cuts. The bill contains a substantial amount of money for clean <br />water and wastewater treatment programs. This funding is intended to focus on system <br />preservation activities that can be commenced and completed quickly, with additional funding <br />for activities to be completed later. <br />The SWRCB is the steward of the funds allocated to wastewater treatment and is currently <br />accepting projects for ARRA funding through its existing project funding program, the State <br />Revolving Fund (SRF). <br />
