Hollister <br />City Manager <br />RESOLUTION APPROVING A CONSULTING SERVICES AGREEMENT WITH MARK <br />THOMAS & COMPANY, INC. RELATED TO THE BAY TRAIL SLOUGH BRIDGE <br />PROJECT, PROJECT NO. 08-144-39-012, FEDERAL AID PROJECT NO. HP21L-5041(025) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a consulting services agreement with Mark Thomas & Company, <br />Inc. in the amount of $100,875 to provide professional construction support for the subject <br />project. <br />BACKGROUND <br />The Bay Trail Slough Bridge project will close a critical gap in the east bay region of the San <br />Francisco Bay Trail. The project will connect two existing segments of the Bay Trail and will <br />allow trail users to stay on a Class I bicycle trail adjacent to the bay instead of taking a circuitous <br />route on busy city streets, which currently is the only alternative. <br />The subject portion of the Bay Trail is regional in its significance. This project is identified in <br />the Association of Bay Area Governments' (ABAG) Bay Trail Plan; it is also noted in the City's <br />Bikeway Plan as a high priority. It is ranked as the number one priority in the Alameda County <br />Congestion Management Agency's (ACCMA) Countywide Bicycle Plan. It is also identified in <br />several other regional planning documents, such as the Metropolitan Transportation <br />Commission's (MTC) Regional Bicycle Plan and East Bay Regional Park District's (EBRPD) <br />Master Plan. <br />
