MINUTES <br />CITY OF SAN LEANDRO <br />CITY COUNCIL <br />SPECIAL MEETING <br />JULY 27, 1998 <br />Civic Center <br />835 East 14th Street <br />San Leandro, California <br />SPECIAL MEETING -- 7:00 P.M. -- South Offices Conference Room <br />1. CALL TO ORDER <br />A. Pledge of Allegiance to the Flag <br />B. Roll Call <br />PRESENT: Council Members Galvan, Glaze, Loeffler, Lothrop, Nardine; <br />Mayor Young <br />ABSENT: None <br />3. PUBLIC COMMENTS (Taken out of order at the request of the Mayor and <br />concurrence by the balance of the City Council.) <br />Usually, no action will be taken by the City Council; however, public comments may <br />be made after the presentations. Public Comments are limited to 5 minutes per person. <br />The public is invited to make any comments related to Agenda items, or other items of <br />public interest, at this time. <br />A. Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating that he has <br />a problem with the Council proceeding with such small participation by the public <br />at these proceedings. He feels the citizens present should be allowed to support or <br />oppose the appointment process; and, he, as one member of the public, opposes <br />the appointment process. <br />B. Carey Walker, addressed the Council and was in agreement with Mr. Filipovich. <br />He feels there should be a public election for the vacant seat -that the people <br />should be given the opportunity to vote on the issue. <br />The City Attorney explained that the procedure being followed is the process that <br />is outlined in the Charter. <br />
