REDEVELOPMENT AGENCY OF THE <br />CITY OF SAN LEANDRO <br />DATE: July 13, 2009 <br />TO: Stephen Hollister, Executive Director <br />FROM: Luke Sims, Community De'v~l~opme~ector <br />APPROVED AND FORWARDED <br />TO REDEVELOPMENT AGENCY <br />Stephen Hollister <br />Executive Director <br />VIA: Cynthia Battenberg;siness Development Manager <br />BY: Elmer Penaranda, Senior Development Project SpecialistG~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF RESOLUTION TO INCREASE THE MEMBERSHIP OF THE REDEVELOPMENT <br />ADVISORY COMMITTEE (RAC) FROM 10 TO 12 MEMBERS AND RATIFICATION OF THE <br />COMPOSITION OF THE REDEVELOPMENT ADVISORY COMMITTEE (RAC) <br />RECOMMENDATION <br />A new Redevelopment Advisory Committee (RAC) is being created in order to provide input to <br />proposed plans, projects, policies and priorities in all three project areas (Plaza, West San <br />Leandro/MacArthur Boulevard (WSL), and Alameda County-City of San Leandro (Joint). Staff, the <br />Agency Chair and the Business and Housing Development Committee recommend that the <br />Redevelopment Agency: <br />1. Adopt a resolution, adding two at-large residential representatives to the composition of the <br />Redevelopment Advisory Committee; and <br />2. Appoint the attached list of nominees (Exhibit A) to the new RAC. <br />BACKGROUND <br />In October 2008, the Agency adopted a Resolution to create a new RAC, including the following <br />stakeholders -one property owner, one business owner and one resident who lives within 500 feet of <br />each of the three Project Areas, plus one stakeholder representing the housing community (i.e., non- <br />profit housing agency, multi-family property owner, or multi-family residential developer). The new <br />RAC is being created in order to obtain valuable and representative input on projects proposed in the <br />City's Redevelopment Areas. <br />In order to select a diverse group of stakeholders, the City's outreach efforts included written notices <br />to business and property owners within the project areas, and residents living within 500 feet of the <br />project areas. In addition, press releases were distributed and an advertisement placed in the local <br />paper. Information was also placed on City's website and notices were sent to homeowners <br />associations, business associations, Chamber of Commerce, individuals suggested by City Council <br />members, and to housing experts. Applications were also sent to the former members of the <br />discontinued WSL and Joint RACs. <br />
