Hollister <br />City Manager <br />RESOLUTION APPROVING THE CITY OF SAN LEANDRO SEWER SYSTEM <br />MANAGEMENT PLAN (SSMP) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the Sewer System Management Plan (SSMP) as required for <br />compliance with the Statewide General Waste Discharge Requirements Order No. 2006-0003- <br />DWQ (WDR). The SSMP plan and schedule require City Council approval. <br />BACKGROUND <br />The State Water Resources Control Board (Water Board) requires that all public wastewater <br />collection systems in California develop an SSMP to meet the requirements put forth in the <br />WDR. The objective of the SSMP is to document the implementation of the necessary programs, <br />practices and procedures to properly manage, operate and maintain all parts of the City's sanitary <br />sewer system. Provisions of the SSMP include: <br />1. The City shall take all feasible steps to eliminate sanitary sewer overflows (SSO). In the <br />event that an SSO does occur, the City shall take all feasible steps to contain and mitigate <br />the impacts of an SSO. <br />2. The City shall properly manage, operate and maintain all parts of the sanitary sewer <br />system owned or operated by the City, and shall ensure that the system operators are <br />adequately trained and possess adequate knowledge, skills, and abilities. <br />3. The City shall allocate adequate resources for the operation, maintenance, and repair of <br />its sanitary sewer system by establishing a proper rate structure, accounting mechanisms, <br />and auditing procedures to ensure an adequate measure of revenues and expenditures. <br />These procedures must be in compliance with applicable laws and regulations and <br />comply with generally accepted accounting practices. <br />4. The City shall provide adequate capacity to convey base flows and peak flows, including <br />flows related to wet weather events. Capacity shall meet or exceed the design criteria as <br />defined in the City's System Evaluation and Capacity Assurance Plan for all parts of the <br />sanitary sewer system owned or operated by the City. <br />
