Hollister <br />City Manager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT <br />BETWEEN THE CITY OF SAN LEANDRO AND THE SAN LEANDRO UNIFIED SCHOOL <br />DISTRICT FOR THE COLLECTION OF SOLID WASTE, RECYCLABLES, AND GREEN <br />WASTE AT SCHOOL FACILITIES IN THE ALAMEDA COUNTY INDUSTRIES SERVICE <br />AREA. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends authorizing the City Manager to execute an agreement between the City of <br />San Leandro and the San Leandro Unified School District. The agreement would provide for the <br />collection of Solid Waste, Recyclables, and Green Waste at school facilities in the Alameda <br />County Industries (ACI) service area at no charge. In addition, the District agrees to implement <br />comprehensive waste reduction and recycling programs at school sites. <br />BACKGROUND <br />The City of San Leandro entered into a Franchise Agreement with ACI on February 1, 2000 for a <br />period of ten (10) years with an option to extend the term an additional ten (10) years. As part of <br />the extension process, ACI requested a ten percent (10%) rate increase effective July 1, 2009, <br />which was approved by the City Council with the provision that the City and ACI would <br />negotiate amendments to the Agreement for the purposes of streamlining the rate review process <br />and for providing additional collection services to rate payers. <br />During the process, the San Leandro Unified School District approached the City to explore free <br />or discounted solid waste, recyclables, and green waste collection services to be provided by ACI <br />to school facilities. Staff was able to negotiate such service to school facilities within the ACI <br />service area by extending the next term of the Agreement by up to five additional years (to <br />2025). The extension allows ACI to replace the fleet of collection vehicles, provide additional <br />services and revenues to the City and to ACI customers, and integrate free service to the District <br />within the existing rate schedule. <br />
