Hollister <br />City Manager <br />Carolyn Knudtson, Recreation and Human Services Director <br />Recreation and Human Services Department <br />Joann Oliver, Recreation and Human Services Manager <br />Recreation and Human Services Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER AUTHORIZING THE ONE-TIME USE OF LOCAL STREET AND ROAD FUNDS <br />UP TO $66,000 TO FUND THE FLEX SHUTTLE SERVICE FOR FY 2009-10 WITHOUT <br />SERVICE REDUCTION OR FEE INCREASE AND AUTHORIZING THE CITY MANAGER <br />TO IDENTIFY AND USE OTHER APPROPRIATE FUNDS TO REDUCE THE USE OF <br />LOCAL STREET AND ROAD FUNDS IF POSSIBLE. <br />SUMMARY AND RECOMMENDATION <br />On July 14, 2009, the Facilities and Transportation Committee of the City Council reviewed <br />options to fund the FLEX Shuttle Service for FY 2009-10. After reviewing two service and <br />funding options (attached), the Committee supported Option #1 which will allow the City to <br />operate the FLEX Shuttle without implementing the proposed $1.50/day fee or reducing service <br />hours. The Committee recommended that the City Council authorize the one-time use of Local <br />Street and Road funds to fund the FLEX Shuttle Service for FY 2009-10, up to the projected <br />deficit of $66,000, and further directed the City Manager to identify and use other appropriate <br />funds to avoid using Local Street and Road funds if possible. <br />BACKGROUND <br />Analysis <br />The FLEX Shuttle Program is funded with a Measure B Paratransit grant, a Measure B <br />Paratransit Minimum Service Level (MSL) grant which funds the medical transportation and <br />carryover funds that began accumulating before the current program started. For the last several <br />years, we have given the City Council a heads up that the grant does not fully cover the cost of <br />the program and that the carryover funds would be exhausted in FY 2009-10. <br />On July 20th, the City Council approved the FY 2009-10 Measure Paratransit Application which <br />included cost cutting measures and fee increases, but expressed concern about reducing the hours <br />of the FLEX Shuttle and implementing the proposed $1.50/day fee for the Shuttle. At this <br />meeting, Staff also informed the City Council that the City had just received notice that the <br />
