MINUTES <br />CITY OF SAN LEANDRO <br />CITY COUNCIL <br />SPECIAL MEETING <br />NOVEMBER 24, 1997 <br />Civic Center <br />835 East 14th Street <br />San Leandro, California <br />SPECIAL MEETING -- 7:00 P.M. -- CITY COUNCIL CHAMBERS <br />1. CALL TO ORDER <br />A. Pledge of Allegiance to the Flag <br />8. Roll Call <br />PRESENT: Council Members Galvan, Glaze, Loeffler, Lothrop, Polvorosa, <br />Young; Mayor Corbett <br />ABSENT: None <br />The Mayor requested that staff go right into the staff report and to take Public <br />Comments/Open Forum after the staff report. <br />3. NEW BUSINESS <br />A. Matter of Proposed Oakland International Airport Mitigation Measures. <br />John Jermanis, City Manager, gave a brief overview of the report and <br />noted the Airport Ad Hoc Committee consists of Council Member Lothrop <br />(Chair), Vice Mayor Loeffler, and Council Member Polvorosa. <br />Wandzia Grycz, Assistant City Manager, gave a more detailed staff <br />report, going over the seven mitigation measures, as recommended by the <br />Ad Hoc Committee, which were: <br />1. Close North Field runways from 10:00 p.m. to 6:00 a.m. <br />2. No Turbo-jet or Turbo-prop usage on Runway 27 Right, during the day <br />or night, and thereby relocating flight paths to completely avoid <br />overflight of our schools. <br />3. Cease all outside engine testing between midnight and 6:00 a.m. <br />4. Undertake a comprehensive noise-insulation program to be made <br />available for residences and schools on an as-requested basis and <br />modeled after the San Francisco International Airport Naise <br />Insulation program. <br />
