a~ <br />~~ -~~ <br />- ~ ~~~~r) <br />Memorandum of Understanding <br />Compost for Food Incentives Project <br />The Alameda County Waste Management Authority (ACWMA) and the City of San <br />Leandro (City) are entering into a partnership to implement an organics recycling <br />collection "Compost for Food" Incentives Project. Other partners in the project include <br />Alameda County Industries (ACI) and Tandem Staffing. The City's franchised <br />hauler, ACI, will be providing technical services/data as requested. Liaison with Tandem <br />Staffing will be the responsibility of the City. Monitoring of the recycling and solid <br />waste collection services will be the responsibility of the City. This Memorandum of <br />Understanding is intended to provide the framework for this project partnership. This <br />MOU between ACWMA and the City will remain in effect from the date of signature <br />until June 30, 2005. <br />Project Description <br />The Compost for Food Incentives Project involves three "events" often weeks each <br />between fall of 2003 and fall of 2004. During each event, all yard waste carts placed at <br />the curb by single-family residences for collection by ACI will be inspected for the <br />presence of any amount of detectable food scraps or food-soiled paper. Those residences <br />whose cart contains any such material will be given a coupon for free bags of compost, <br />redeemable at a local nursery. All residents redeeming their coupon will be entered into a <br />contest to receive a year of free garbage service. <br />Waste Generation and Diversion Potential <br />The City anticipates extensive media coverage of the contest and, as a result, increased <br />publicity about their food scrap recycling collection service. It is expected that <br />participation in the food scrap recycling program will increase as well as awareness of the <br />organics recycling "cycle". ACI provides the City with monthly tonnage reports. The <br />City will compare pre- and post-program tonnage of both organics and garbage generated <br />by residents. <br />
