IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2003- 008 (1428) <br />A RESOLUTION ADOPTING THE HOUSING ELEMENT AS PART OF THE <br />COMPREHENSIVE UPDATE OF THE SAN LEANDRO GENERAL PLAN <br />RECITALS <br />1. Section 65300, et seq. of the State Planning and Zoning Law (Division 1 of Title 7 of <br />the California Government Code) require every city to adopt a comprehensive, long-term general <br />plan for the physical development of the city which bears a reasonable relationship to the <br />planning and development of the city. <br />2. Section 65580 (c) of the State of California Government Code requires Housing <br />Elements as a mandatory element of the General Plan and that Housing Elements are required to <br />be updated every five years. <br />3. The City Council approved a comprehensive update of the City's General Plan in <br />May 2002, which update included all required elements of the General Plan except for the <br />Housing Element <br />4. In connection with the aforementioned 2002 General Plan update, the City prepared <br />and the City Council certified an environmental impact report prepared pursuant to the California <br />Environmental Quality Act. <br />5. The City Council created a 20-member Housing Element Advisory Committee which <br />was intended to include broad representation from the San Leandro community and various <br />housing-related organizations and agencies. The Committee met frequently and meetings were <br />regularly posted to the public. Staff conducted a Community workshop in August 2002. <br />6. Staff prepared a draft Housing Element which focuses on housing needs from <br />December 31, 2001 through June 30, 2006 in accordance with the Housing Element planning <br />period for San Francisco Bay Area jurisdictions established by law, and has now proposed a final <br />draft of the Housing Element for adoption, and it is attached hereto as Exhibit A, and <br />incorporated by this reference. <br />7. In connection with preparing the proposed Housing Element, the Department of <br />Community Development of the City of San Leandro has prepared and circulated for public <br />review an Initial Study which demonstrates that the proposed Housing Element would have no <br />significant or potentially significant environmental impacts, and a draft Negative Declaration <br />(incorporated herein by reference) was prepared and circulated for public review. <br />8. The Planning Commission held a work session to discuss the proposed Housing <br />Element on July 11, 2002, and thereafter held duly noticed public hearing on December 12, <br />2002, and January 9, 2003, to receive comments on the proposed Housing Element and the draft <br />Negative Declaration. <br />
