Hollister <br />City Manager <br />RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING (MOU) <br />BETWEEN AND AMONG THE CITY OF SAN LEANDRO, DAMS STREET FAMILY <br />RESOURCE CENTER, BRIDGE HOUSING CORPORATION, ALAMEDA COUNTY <br />GENERAL SERVICES AGENCY -CHILD CARE PROGRAM, AND CHILD CARE <br />COORDINATION COUNCIL, (4C's) OF ALAMEDA COUNTY REGARDING THE CHILD <br />CARE CENTER IN THE ALAMEDA AT SAN LEANDRO CROSSINGS <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a Memorandum of Understanding (MOU) between and among the <br />City of San Leandro, Davis Street Family Resource Center (DSFRC), BRIDGE Housing <br />Corporation, Alameda County General Services Agency -Child Care Program and 4C's of <br />Alameda County to explore the feasibility of funding options available to construct and operate a <br />proposed child care center in The Alameda at San Leandro Crossings. <br />BACKGROUND <br />In April 2009, the Redevelopment Agency of the City of San Leandro approved a $9.1 million <br />loan to BRIDGE for construction of The Alameda, a 100-unit affordable rental housing <br />development next to the San Leandro BART Station which represents the first project under the <br />City's acclaimed Downtown Transit-Oriented Development Strategy. The ground floor of The <br />Alameda contains a 5,400 square foot space which BRIDGE has determined would be an ideal <br />site for a child care center facility. The centrally located, transit-accessible child care center will <br />help address the large demand for child care not only in San Leandro and the surrounding <br />unincorporated areas, but particularly around the downtown area. Accarding to recent data <br />available from 4C's of Alameda County there are 9,371 children in San Leandro ages 0-13 who <br />live in households where all parents present are in the labor force and: <br />1, 952 spaces for children in 32 licensed and license exempt child care centers, <br />• 286 spaces in 21 licensed large family child care homes, and <br />• 734 spaces in 95 small licensed family child care homes. <br />
