Hollister <br />City Manager <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREENII/N"T AIv1ENDMENT <br />WITH ENVIRONMENTAL SCIENCE ASSOCIATES (ESA) RELATING TO THE BAY TRAIL, <br />SHORELINE RIPRAP REPAIRS, PROJECT N0.09-1472-148. <br />SUMMARY AND RECOMMENDATION: <br />Staff recommends approval of a contractual services agreement amendment with Environmental <br />Science Associates (ESA) in the amount of $24,936 to provide additional biological monitoring <br />services far the subject project. <br />BACKGROUND <br />The severe storms that occurred during the period from December 2005 through January 2006 <br />produced heavy rainfall and strong winds. The combination of heavy rainfall, strong winds, high <br />tide and wave action caused erosion of the levee slope and undermined the embankment sections <br />of the levee in the San Leandro Shoreline area that run along the eastern shore of the San <br />Francisco Bay and along an interior levee that separates North Marsh and Bunker Marsh. The <br />roadway on these levees serves as both a segment of the San Francisco Bay Trail and as an <br />emergency egress route for Heron Bay residents. <br />The City of San Leandro declared a local emergency and utilized the services of a contractor to <br />perform emergency repairs to the most severely damaged areas. The other damaged areas <br />required detail design, regulatory permitting, and competitive bidding, which is now complete. <br />However, due to the presence of special status species, a consultation with United States <br />Department of the Interior -Fish and Wildlife Services (USF&WS) was required before <br />obtaining regulatory approval. ESA was selected to assist the City in obtaining approvals from <br />the U.S, Arrny Corps of Engineers (Corps) and respond to the inquiries from the Bay <br />Conservation and Development Commission (BCDC) and Regional Water Quality Control <br />
