Hollister <br />City Manager <br />RESOLUTION APPROVING A NON-PROFESSIONAL SERVICES AGREEMENT WITH <br />ALL CITY MANAGEMENT SERVICES, INC. FOR CROSSING GUARD SERVICES <br />SUMMARY AND RECOMMENDATION <br />All City Management Services, Inc. (Contractor) will provide crossing guard services using <br />personnel equipped and trained in appropriate procedures for crossing pedestrians in marked <br />crosswalks during the traditional school year at eight (8) San Leandro Unified School District <br />(SLUSD) locations for a total of 2,880 annual hours for the 2009-10 school year. <br />BACKGROUND <br />Analysis <br />Due to FY 2009-10 Budget reductions to the Police Department, the totally City funded School <br />Crossing Guard Program was eliminated, saving approximately $100,000. Upon the beginning <br />of the school year, the SLUSD attempted to have parents and staff provide volunteer crossing <br />guard services. These attempts are felt to be inadequate and a number of parents felt a paid <br />Crossing Guard Program is needed for safety. <br />The SLUSD subsequently received limited, "one time" funding, which could be spent on <br />crossing guards. The SLUSD conducted a study of how crossing guard services are provided <br />and found that many districts use All City Management Services, Inc. for contracted guards. <br />They proposed using contract services and reducing the Crossing Guard Program to eight (8) <br />elementary school locations. The anticipated cost for such services is estimated at $54,000 and <br />would be funded equally by the SLUSD and the City for the 2009-10 school year. <br />This proposal was presented at the City Council/ SLUSD Liaison Committee's September 17, <br />2009 meeting, and unanimously approved by the full committee. The City representatives also <br />recommended offering a similar contract cost sharing arrangement to the San Lorenzo Unified <br />School District (SLzUSD). The service at the three SLzUSD locations is being handled through <br />contract by the SLzUSD, with the City pending 50% reimbursement. (Agreement attached). <br />The City Council affirmed the cost sharing of contract school crossing guards for both Districts <br />at the September 28, 2009 Budget Workshop.
