The purpose of this work session is <br />to allow Council to review the proposed plans for the San Leandro Kaiser Medical Center and <br />the associated mixed-use retail development center, and to take public comment. <br />BACKGROUND <br />Kaiser Foundation Hospitals (Kaiser) has been working with the City of San Leandro for several <br />years to develop a 63-acre parcel of property, formerly the site of an Albertson's distribution <br />center, located off Marina Boulevard just west of Interstate 880. Kaiser purchased this property <br />in November 2005. <br />The original application for this project was filed in 2006 by Kaiser and their development <br />partner, ICI Development Company (ICI). On September 18, 2006, the San Leandro City <br />Council approved a Contractual Services Agreement with EIP, a Division of Post, Buckley, <br />Schuh & Jernigan, Inc. (PBS&J) to prepare the EIR. That original application proposed to <br />develop the southern half of the property as a medical center and the northern half as a mixed <br />use, primarily retail development. In early 2007, Kaiser Permanente put their application on <br />pause and ICI Development Company moved forward with a revised project description and <br />another Contractual Services Agreement was approved by the City Council on July 30, 2007. In <br />July 2007 the City Council approved a contract for preparation of an Environmental Impact <br />Report (EIR) to assess the impacts related to the retail development on a project level, with the <br />Kaiser medical center evaluated programmatically, as then proposed by ICI. <br />
